Obituary for Donald T. Carroll

Donald T. Carroll of Eastchester, died on Jan. 18, 2020 at the age 0f 72. He was born to Margaret and Patrick C. on Feb. 17, 1947 in NYC., Beloved husband of Ann (Tenore) Carroll and devoted father of Robert J. Carroll and Lauren Riley (Edward). Brother of Nancy La Forte, Eileen Flynn, Patrick Carroll and the late Michael Carroll. Donald attended Fordham University and Fordham Law School, class of 1973. He was in the Army National Guard. He retired as Principal Attorney at the New York State Department of Insurance in 2010. Donald enjoyed music, reading, travel and jewelry making. He endured a long struggle with Alzheimer's disease. His family is grateful for the support of the many dedicated people at the Alzheimer's Association without whom the journey would have been much more difficult. Visiting at the WESTCHESTER FUNERAL HOME, INC. Monday, Jan. 20 from 2-4 and 7-9PM. Funeral Mass, Immaculate Conception Church, Tuckahoe, Tuesday, Jan. 21 at 9:30AM followed by interment at Gate of Heaven Cemetery. Donations to the Alzheimer's Association in Donald's memory would be appreciated. To send a condolence to the family visit

I worked with Don on many DOI projects and always knew him to be meticulous and scholarly in his work. In late 70s I got to know Don during our 5+ hour round-trip bus ride to Hartford, CT. The Supt (Al Lewis) accepted an invitation to speak at a luncheon scheduled for mid January, and when the day arrived the temp was single digits and snow was forecast. Suffice to say that the Supt and all the big shots decided not to go and passed the buck which eventually ended up with Don and myself. We were promised a ride in the Supt.'s limo, but his driver (Tony) had no intention of leaving Manhattan so the promised limo became a Greyhound bus.

Paul Zuckerman

I worked with Don at the Insurance Department for just over 30 years, and he was my supervisor for a number of the early years.

Don was one of the most methodical and conscientious attorneys at the Department, always researching and questioning, sometimes to an extreme! He would have you go over the same point many times until he was convinced.

It was always fun in the early days listening to him discussing an issue with Stanley Hamburger in Stanley's office, which was the file room. Don always wanted Stanley to come to the point and Stanley always had to go through 30 or 40 years of history in discussing any issue. Don, impatient, would try to get Stanley to speed it up but whenever you interrupted Stanley, he had to start from the beginning! That used to drive Don crazy but he always persevered!
Don was a good man. He loved his family and he enjoyed his job.
My condolences to Ann, Robert, Lauren and the rest of the family.
May Don rest in peace.

Barbara Kluger

I worked with Don at the NYS Insurance Department for many years. He was a very generous mentor to me and other staff attorneys, always giving us helpful advice on assignments. Don was also a good family man, with a subtle sense of humor. I will miss him.

I wish Ann, Robert and Lauren the strength to bear this loss.
